شهدت الساحة السياسية جدلا كبيرا بعيد إطلاق الرئيس الأسبق سامبي مشروع المواطنة الاقتصادية عام 2007 مع حكومة دولة الكويت، وكان البرنامج يهدف إلى تمويل مشاريع عملاقة كان من المفترض أن تدر بالدخل للبلاد. بدأت القصة بالحديث عن مشروع لتوطين حوالي ثلاث وثلاثين ألف أسرة من بدون الكويت بجزر القمر، وهم مواطنون يطالبون بالحصول على الجنسية الكويتية، لكن الحكومة تعتبرهم مقيمين بصفة غير شرعية، الأمر الذي دفع القوى السياسية آنذاك إلى معارضة المشروع الذي أعلنه الرئيس لاعتقادهم أن المشروع قد يستغله بعض المسؤولين في الحكومة لمصالح شخصية ويستهدف لتشويه سمعة البلاد في الخارج.
يعد برنامج المواطنة الاقتصادية برنامجا قديما أطلقه عدد من الرؤساء السابقين من بينهم الرئيس سيد محمد جوهر ومحمد تقي الدين عبد الكريم والعقيد غزالي عثمان، إلا أن المشروع دائما ما كان يبوء بالفشل.
كان نجاح المشروع من نصيب أحمد عبد الله سامبي، الرئيس الأسبق لجزر القمر بين (2006/2011 .(بدأ سامبي بالترويج لبرنامج المواطنة الاقتصادية عبر خطبه المتكررة في المناسبات لإقناع المواطنين أن البلاد بحاجة إلى هذا النوع من الاستثمارات الأجنبية لتنمية البلاد اقتصاديا وتمويل برنامجه الشهير “السكن للجميع” تحت مظلة رجل الأعمال الفرنسي من أصل سوري، بشار كيوان. بدأ المسلسل بين أكتوبر ونوفمبر 2008 بعد قيام وفد برلماني بزيارة إلى دولة الكويت من الـ 10 وحتى الـ13 من أكتوبر بدعم من شركة كمورو غولف القابضة في جزر القمر التي كان قد أنشأها بشار كيوان، المحرض الرئيسي على تلك الصفقة.
وعندما فشل البرلمان في تعديل بعض أحكام قانون الجنسية القمرية في جلسة استثنائية ونشب خلالها خلاف بين النواب ما استدعى رئيس الجمعية الوطنية في ذلك الوقت، ظفير بونو للانسحاب من الجلسة، وكان من بين المعارضين بشدة لبرنامج الحكومة، ثم عاد البرلمان للانعقاد مرة أخرى في نوفمبر واستغلت الحكومة غياب ظفير بونو لمقاطعته الجلسة لتمرير مشروع القانون برئاسة نائبه الموالي للريس لتنتهي الجلسة باعتماد قانون المواطنة الاقتصادية بعد نقاش محتدم وموافقة 18 من أصل 33 نائبا.
