مرة أخرى، وفي الثلاثين من يوليو الجاري، قصر الرئاسة “بيت السلام” بدولة جمهورية القمر المتحدة، المعروفة بجزر القمر، يقرر العودة إلى عادته القديمة، وذلك بعد أن دعا رئيس الدولة، العقيد غزالي عثمان، عموم الشعب القمري إلى صناديق الاقتراع للإدلاء بأصواتهم على مشروع دستور، جاء على خلفية جلسات وصفها النظام- وبمعيته أركان الموالاة- بالوطنية.
اختتمت تلك الجلسات أعمالها يوم الاثنين 12 من فبراير 2018م، بعد أن دعي إليها كافة أطياف المجتمع القمري، وبعضا من ممثلي المجتمع الدولي كما حضرتها البعثات الدبلوماسية المعتمدة لدى البلاد، ومع ذلك ظلت غالبية المعارضة تقاطعها بحدة بالغة، حتى كانت ذروة أبرز حلقات المقاطعة- وعلى مستوى الرفض من الخارج- تلك التي أسكبت مزيد مداد احتجاجي عند ساحة “تروكاديرو” بالعاصمة الفرنسية، باريس، بتاريخ 2 من أبريل 2018م، حيث موطن أكبر عدد للجاليات القمرية المتواجدة خارج الوطن.
وهؤلاء لم يشذوا بفعلهم التنظيمي والحركي ضد ما سماه أحدهم بعرس الاتفاق الحاكم، وهو حزب رئيس الدولة، بل مشوا على أثر معارضة الداخل التي أخذت على عاتقها، منذ الدقيقة الأولى من إعلان مراسم تدشين الجلسات تلك، أن تواصل الرفض العلني والاحتجاج الميداني متخذين يوم الجمعة من كل أسبوع يوم زحف نحو “لا للجلسات الوطنية الصورية”، أو كما قالوا.
وبعد أن كادت عجلة الفعل الانتخابي القمري أن تهدأ من سرعة التزحلق المتكرر، المزعج لأقوياء الخارج قبل ضعفاء الداخل من الشركاء والأشقاء والمتعاونين، ومن ثم تبرد من سخونته التي جلس الأرخبيل على صفيحها لأكثر من مرة، منذ اتفاقية فومبوني التي خرج من رحمها نظام تداول السلطة، والمصطلح عليه محليا بنظام “دورية الرئاسة” بين الجزر المكونة لأرخبيل القمر، وهو النظام الذي نص عليه دستور الدولة لعام 2001م، وبإشراف ومباركة من المجتمع الدولي.
إلا أنه وبرغم ما حققته التجربة، التي تعتبر الأولى من نوعها على إمتداد البقعة الجغرافية التي تقع عليها جزر القمر والدول المحيطة، والمعنية بجعل كرسي الحكم يدور بنفسه على مدار جزيرة تلو الأخرى، وبتلقائية شديدة دون تلاعب أو تعطيل من قبل أي من الأطراف الساعية إلى السلطة في هذه الدولة، وفقا للدستور، فقد بقيت محاولات الالتفاف على المادة المقررة بمنع إمكانية تجديد مدة الرئاسة- مرتين أو أكثر بالنسبة للجزيرة التي تجد نفسها على قمة الحكم- محل بذل جهد وشغل وقوة مستمر، بل ومحل بذل لمقاومة وتفلسف وتنظير أيضا، خاصة لدى كل فائز جديد بمفتاح القصر وببساتينه الطويلة العريضة منذ تاريخه وحتى الآن.
وكأن لسان حاله وهو يتكئ على أرائكه، بجنة السلام الدنيوية تلك، وبعد تجاوزه لبابها الرئيسي، ذلك المكتوب على عتبته “أدخلوها بسلام آمنين”، يقول: ما لي لا أرى سحرتي من حزبي- وسحرة الأحزاب المتحالفة معه- يضيفون على الآية آية “خالدين فيها أبدا”، ليكون هذا بمثابة جائزة الشعب الكبرى التي يمنحها لرئيسه، وهو أنا عن جدارة، بعد أن خانني الزمن فلم يسعفني- كما لم تسعفني معه ظروف الأفرقة السياسية- في أن أحقق أحلامي ووعودي التي قطعتها مع الجماهير أثناء حملتي الانتخابية نحو الرئاسة؟
هكذا، وربما لهذا السبب أو أكثر، عادت عملية “أشطب وأبدل”، وغيرها من قبيل “شيل ده وحط ده” كما يقول الأشقاء في الكنانة، سمة سياسية مميزة وزيا رسميا فخريا قمة، لا زال يتحلى به كل نظام قدم إلى ذات المكان من ذات الباب منذ تاريخ بدء العمل بالدستور محل الذكر عالية.
وكذلك يتمم الرئيس الحالي، العقيد غزالي عثمان، في الثلاثين من يوليو- كما أسلفت الإشارة- ما بدأه سابقوه، وهم سلفه في الوقت ذاته، لكن بطريقة غير الطريقة، ولا غرابة، فالرجل أي غزالي يعد- ولأول مرة في التاريخ السياسي المعاصر في البلاد، حسب البعض- صانع الأجواء المهيئة للمخاض الذي على إثره ولدت السيدة “دورية” في الأرخبيل، وهو بذلك يعتبر عنترتها أو بالأحرى لنقول شاعرها.
وبالتالي، فسر تلك الدورية القصيدة ينبغي وبمنطق الأدب السياسي والاستراتيجي أن يظل في بطن الرجل، إذ هو منشئها، والعبرة في الخواتيم، ناهيك عن أنه لم يكن ليقصد بذلك المبدأ في الأخذ بالدورية سوى لأن الأمر قد سجل في معظم دفاتير الوطن على أنه كان وفقط “أخف الضررين” في مرحلة كانت البلاد فيها قاب قوسين أو أدنى من الوقوع في حفرة كبيرة كلها دويلات داخلة دويلة، لم يتجاوز عدد سكانها حتى الآن المليون نسمة، وفقا للمصادر الرسمية، وعليه فالقصيدة بكلياتها وبجزئياتها سياسية وضرورية فوق العادة.
وحيث شهدت البلاد وفي أقل من عشرة سنوات تعديلين دستورين على نفس الدستور، دستور 2001م، والمطلق عليه اليوم وعبر الأوساط الإعلامية والقانونية بالدستور المراجع، كان التعديل الأول له في عام 2009م، في ظل عهد الرئيس أحمد سامبي، بينما الثاني كان في عام 2014م، وتحت رئاسة خليفته إكليل ظنين، ولا زال حبل المراجعات الدستورية- ومعها الفوضى الخلاقة المحتملة- على الجرار، وربنا يستر، يمكن القول بأن جزر القمر، التي نشأت، ومنذ لحظة الاستقلال، على حرارة أكثر من بركان، من بينها ما هو أرضي طبيعي وما هو بشري فكري سياسي وآخر مرتزقي مستورد ومحلي مفتعل، تفتك في العوم داخل المحيط القديم الجديد ذاته، وإن اختلفت نسبية ومنسوبية الغوص فيه وخففت من دكانة لون مياهه وآلامه باختلاف الظروف والمعطيات والمتغيرات من حول الدولة القمرية، كما باختلاف الأمزجة السياسية والحزبية خاصة في داخلها.
فهذا السيد أحمد محمود ودعان، المرشح الخاسر في استحقاقات 2016م، الرئاسية، رئيس حزب رفايدي- جزر القمر ” RIFAIDI-Comores “، ومعه المناضل الوطني مصطفى سيد شيخ، الذي لمع نجم وطنيته منذ أن رفض بقاء المرتزقة الفرنسيين آمرين ناهين وقائدين للبلاد والعباد في أرض القمر في ثمانينيات وتسعينيات القرن الفائت، وهو أيضا، أي شيخ، رئيس حزب الجبهة الديمقراطية، وكلا الحزبين المذكورين معارض للنظام، يتقاسمان فيما بينهما غضب الحكومة بعد غضب الطبيعة السياسية الطارئة، التي حملت الرجلين إلى المشفى ثم المعتقل لتظل الأمواج تقلبهما بين بحار المحاكم حتى حين، بتهمة وقوفهما وراء الإخلال بالنظام العام، وهي رواية كيكاوية الجمهورية، نسبة إلى كيكي- الجمهورية، رئيس حزب البرتقال، أحد الأحزاب المشكلة للموالاة.
وما كان ذلك خبرا من أخبار أساطير الأولين، اعتقال الرجلين وغيرهما من الساسة المعارضين وقع، وشدهما الرحال إلى ديار القضاء حقيقة، وهذا قد حصل بالفعل عندما قررت تلك الطبيعة تجاوز مرحلة الصبر على مناخ الحكم بدورية رئاسية واحدة، تحول دون إفساح مجال التجديد والتمديد أمام ساكن بيت السلام، وهو هنا العقيد غزالي عثمان، تطبيقا للنسخة الدستورية المنقحة الجديدة التي اقترحها رجاله ومقربوه ليتم- وبكل الوسائل الممكنة حلالها وحرامها فيما يبدو- تمريرها بالموافقة الكاسحة في ذلك التاريخ المشهود، 30 يوليو 2018م، والرجلان كانا بمثابة جهيزة المعارضة عند كل منبر.
ذلك وليس ببعيد أيضا قصة رئيس الدولة السابق ورئيس حزب جووا المعارض ذي الشعبية الجارفة، أحمد سامبي، الذي حكم عليه من قبل النظام ذاته، ممثلا في قرار إداري مضى عليه أمين عام وزارة الداخلية، بوضع الرجل قيد الإقامة الجبرية، منذ منتصف شهر رمضان الماضي، تحقيقا لعدالة يقال بأن رمانة ميزانها تحفظ في غرفة عناية “السنية الشافعية القمرية” المركزة، باعتبار أن الرجل ومنذ أن كان طالبا في الثمانينات من القرن الماضي متهم- ومن قبل خصومه السياسيين خاصة- بالتمذهب شيعيا رافضيا.
الأمر الذي رفضه الرجل في أكثر من مناسبة، وإن عاد عزفه- وهو رئيس للدولة 2006/2011م- على وتر التنوع وبصورة ملفتة في العلاقات الخارجية، الثنائية والمتعددة الأطراف للدولة، يقوي ما ذهب إليه الخصوم، خاصة عندما بالغ في الإيقاع مع إيران، حتى قدرت الأخيرة على تسجيل جملة من النقاط في مرمى الأنداد المحليين، فضلا عن البعثات الدبلوماسية المعتمدة لدى موروني، عاصمة جزر القمر، كلها مجتمعة بما فيها البعثات الشقيقة، في وقت قياسي لم يتجاوز- حسب بعض المراقبين- فترة الثلاث سنوات، وقوفا على كم المشروعات الثقافية والتعليمية والصحية التي فتحتها وظلت تنفذها البعثة الإيرانية في موروني وقتها، قبل أن يقرر نظام غزالي بشد الخناق عليها ومن ثم طردها من البلاد، بعد أن قطعت موروني- وبإيعاز من القصر شدت على عضده النخبة العربية المناوئة للسامبية- علاقاتها الدبلوماسية مع طهران، في بدايات حكم غزالي2.
