في بيان أصدرته المحكمة العليا تشترط للمترشح في انتخابات رئاسة الجمهورية أن يبلغ 35 عاما، وأن يكون أحد والديه من جزر القمر وأن يكون قد مضت عليه مدة عام كامل مقيما في البلاد حتى موعد الترشح إضافة إلى رسوم الترشح وقدره 5 ملايين فرنك قمري. وقد أكد البيان أن المترشح إضافة إلى كونه قمريا يتمتع بكل حقوقه السياسية والعقلية، لابد أيضا أن يكون من الجزيرة التي حل لها الدور، وإذا لم يكن من سكان الجزيرة الأصليين فلابد أن يكون قد أمضى عشر سنوات مقيما دائمة فيها، وإذا اختار المواطن الترشح في جزيرة فلن يمكنه الترشح في جزيرة أخرى.
وينتسب المواطن القمري حسب البيان إذا كان أحد والديه من أصول قمرية وأن كون أحدهما منحدرا من الجزيرة صاحبة الدور في الرئاسيات وعلى المترشح أن يسدد مبلغ 5 ملايين فرنك قمري في الخزانة العامة وستقوم الأخيرة بإبلاغ المحكمة العليا وذلك قبل تقديم الأوراق لاعتماد الترشح، ونوهت المحكمة بأنه لا بد أن يكون المترشح قد سجل على قوائم الناخبين.
وهناك مرشحون حسموا أمرهم في الترشح رسميا إضافة إلى ترشح الرئيس غزالي الشبه المؤكدظ، وأعلن رجل الأعمال الفرنسي من أصل قمري سالم سعد، رئيس حزب القمر وحركة إلى الأمام في أول يناير من الشهر الجاري نية ترشحه رسميا للانتخابات الرئاسية المزمع إجرائها في شهر مارس المقبل.
وفي مؤتمر صحفي يوم الاثنين 7 يناير أعلن برهان عبد الله، مدير شركة في جزيرة مايوت من أصل بلدة دوموني في منطقة امباجين جنوب جزيرة القمر الكبرى أعلن نية ترشحه رسميا في السباق إلى بيت السلام. ويتفق المرشحان في إعادة تدويل الرئاسة عام 2021 إلى جزيرة أنجوان و إعادة العمل بدستور عام 2001، وأعلن برهان عبد الله أنه في حال فوزه سينسحب من مجموعة عملة الفرانك ضمن حركة يقودها نشطاء في القارة السمراء، ويقترح بعد انتهاء دور جزيرة موهيلي عام 2026 باعتماد حزبين فقط في البلاد وإلغاء نظام تدوير السلطة، وسيكون رئيس البلاد منتخبا من البرلمان فيما يشبه بالنظام البرلماني. ويذكر أن سالم سعد البالغ من العمر 46 عاما كان قد خاض انتخابات الرئاسة عام 2016 لكنه خسرها وكان في ذلك الوقت أصغر مرشح للرئاسيات.
